spec.testlib = :minitest Hoe requires 'test/unit' by default unless this is specified. :) It's in my master if people want to verify.
Just in case I'm about to start a discussion needlessly, the test suite is littered with minitest references, so you're not going to be able to test rubygems without it anyhow.
