http://ab.cd/ef?g=1&h=2 even if the message is plain text.

Is it correct? I've written my tests previously considering it should not be
encoded in plain text messages and these tests are failing when I'm trying
to upgrade my application to Rails 3...
This seems to be a side effect of the unification in view code between
ActionView and ActionMailer.  Could you open a lighthouse ticket about
this please.
