The best way is to: 1) Fork Rails 2) Add tests showing the problem 3) Add implementation to fix the problem 4) Send pull request Step 3 is optional. Sending tests is good enough for me. If you can't do step 2, then the better option is to open a ticket in the lighthouse tracker (http://rails.lighthouseapp.com/) and describe the problem.
