Why `I18n.load_path` is by default `Dir[Rails.root.join('config',
'locales', '*.{rb,yml}')]` instead of `Dir[Rails.root.join('config',
'locales', '**', '*.{rb,yml}')]`. It will allow making nice translation
tree instead of having bunch of files in one directory. This behaviour
should be default (or I am only person that still use YAML translation
files, and it bother only me).
