Elle, your actual url would be http://elitehousings.com/elle/ and when you navigate to that, you get a more descriptive error. GoDaddy is correct about missing the index.html file, but that's because they're looking at the root of your site and not the rails app.
It does look like it's a permissions error on dispatch.fcgi though.
