Actually, I had it set to Automatically. Changing it to Every Visit fixed
it.

You might need to edit your internet settings to not cache the page:
Tools - Internet Settings - Temporary Internet Files (Settings).

It should say Every Visit To the Page. It sounds like you might have
Everytime you Start IE checked.
