You can use prototype windows (http://prototype-window.xilinus.com/) to
do that. I just released an new version that includes an add-on to do
exactly what you need.

Can anybody point me to a sample of popup/tooltip using Prototype?
I saw examples for windows and also for tool tip but what I want is a little
bit different.
I want the same fuctionality which exists at yahoo mail login.
https://login.yahoo.com/-> on the right corner you have a Prevent Password
Theft image. On mouse over you see a tooltip.
Now the good think in this solution is that the tool tip window doesn't
dissapear once you leave the image. You can still select links inside the
tooltip window. Another good thing is that one you leave the tooltip window
this will dissapear.
If you look at the yahoo mail login page you can see that I'm talking about.
Has anybody an example for this?
