There are a number of reasons this could prove useful:
• Scrollbars on different platforms and browsers don't have the same  
width and you need them to
• You want a consistent custom scrollbar across platforms
• You want to use a slider control to mimic an on demand scrollbox  
like the Datagrid from Openrico
• …
