Well i think my mistake was that i invoke crossdomain url...
But the rare thing is that Iexplorer allow it

with ie
i run my html from c:\html\index.hml or http://localhost/test
and call http://mandela.no-ip.info/services/GetProvinciasPorPais.php
and works fine.

with firefox dont work...

Can anybody confirm that what i`m saying its ok?
