And what if the users email is faked? I don't think google has such a
feature, because an email adress means nothing nowadays.

Only thing you can do is to install a good spam filter. I use GMail
and only get 2 or 3 spam mails in the inbox.. the other 200 go to Spam
and are left unnoticed.. So that's only 1% of all spam i get daily.

Of course it would be great to have someone taking care for you, but
there is really no decent way to do so. If you ban accounts: They
create new ones, If you ban IPs: They use proxies, If you ban
mailadresses: They fake and/or create new ones, If you filter words:
They add typos ... give it up.. filter your home inbox and don't
bother to try filter a _public_ server ;)
