Honestly, if it doesn't have the GPL or LGPL or copyleft, etc in it, I would
treat it as copyrighted material.  Plus at the bottom of that page there is
a link that says "Buy this Software"

it doesn't appear to be linking to the right place though but I would take
that as another sign that its got a copyright on it.

but thats just me.
