Don't look at the body of the response, look at the HEADERS. 
Specifically, the Content-Type header.  It is most likely some 
ISO-8859-x, instead of either ISO-8859-15 (which includes €) or better 
yet, UTF-8 (which includes everything!).

Character encoding issues always boil down to people not having a 
full-spectrum UTF-8 encoding in their app…  which they should.
