I was looking around for something like this last week, but I decided against it. Dragging something to a precise time is more difficult than just entering it. I expect that the users will ultimately dislike it.
This example was a bit flaky too. I found I could drag the handles off the clock, and the drag effect was not really that reliable. Even if it were perfectly smooth, I think there's a reason we have not seen a draggable (is that the correct spelling?) time widget in desktop applications.
