Getting more granular and asking about cities, it seems San Francisco
is the mecca, so to speak, followed (distantly) by New York, Chicago,
and Washington DC.  Outside the USA I've seen a large number of
postings for London, probably somewhere between the numbers for NY and
DC.  Other than that, the only ones I can recall seeing any
significant numbers for are Berlin, Rotterdam, and Amsterdam.

Hop on the major job boards, search for Ruby on Rails, and see what
areas pop up most often....
