Actually, I don't think that's quite accurate. I pretty sure WEBrick get 
installed with Ruby.

In any case I don't use WEBRick. My particular preference is Phusion 
Passenger. I use the "standalone" for development.

$ gem install passenger
$ cd my_rails_app
$ passenger start

This works great for my needs.
