In addition to installing the command line tools, you have to accept the 
Xcode license agreement, too. If you haven't done this manually, then RVM 
fails without giving you any really useful information about the cause of 
the failure.

Try running the following, and agreeing to the license:

    sudo xcodebuild -license

After that, RVM should be able to compile recent rubies and native 
extensions properly.
