You are probably using a version of rubygems that is fairly new with an extremely old version of rails. Why are you using such an old version of rails? You can find which version of rubygems you are using by gem -v You can either use a later version of rails (you should be using rails 3 for new projects) or downgrade rubygems. I am not sure but I think 1.3.7 may be what you want for rails 2. Google is your friend.
