If you put a static index.html in the public folder, that will become your site 
root, or you can use a controller and a route to send a different file, like 
this:

        # static_pages_controller.rb
        class StaticPagesController < ApplicationController
                # empty
        end

        # /views/static_pages/your_page.html
        <!-- your entirely static html home page -->
        ...

        # /config/routes.rb
        ...
        root to: 'static_pages#your_page'

Rails' defaults take care of all the rest of the wiring.
