A bit of both really - roughly representative of what is out there in 
general, although smaller conferences are often biased towards companies 
from that area. But say if you're interested in doing remote work for a UK 
based company, then attending a UK based conference makes a lot of sense - 
I usually find it easier to communicate with people I've met in the flesh 
at least once.
