Here is what I have - it may be a little old now - from notes to get
our CentOS sever running.

INSTALLING RUBY ON RAILS:
=========================
1) Install Ruby

See:
http://rubyonrails.org/down

wget http://ftp.ruby-lang.org/pub/ruby/1.8/ruby-1.8.6.tar.gz
tar -zxvf ruby-1.8.6.tar.gz
cd ruby-1.8.6
./configure --with-openssl-dir=/usr/lib/openssl
make
sudo make install

These MAY not be needed. Come back and do them if things don't go
right in install ruby gems and rails.
1a) zlib support
cd ruby-1.8.6
ruby extconf.rb --with-zlib-include=/usr/include --with-zlib-lib=/usr/
lib
make
sudo make install

1b) openssl
cd ruby-1.8.6/ext/openssl
ruby extconf.rb
make
sudo make install

2) Install ruby gems
wget http://rubyforge.org/frs/download.php/28174/rubygems-0.9.5.tgz
tar -zxvf rubygems-0.9.5.tgz
cd rubygems-0.9.5
sudo ruby setup.rb config
sudo ruby setup.rb setup
sudo ruby setup.rb install

3) Install Rails:
sudo gem install --version '2.1.0' rails --include-dependencies

4) Install Mongrel
sudo gem install mongrel mongrel_cluster
