+1 for TextMate if you are on a Mac. I've tried a number of them, Aptana, RubyMine, Base Eclipse with the rails plugins etc, but keep coming back to the lightweight TextMate
@Phlip, I can work almost exclusively with just a keyboard in TextMate. There is a keyboard shortcut for just about anything you can do with a mouse.
