Hi there! I would recommend you Fedora 10 for desktop and server configurations.
If you have a Mac available, then use TextMate for developing. If not, do it under vim (with vim-rails plugin, by Tim Pope) or emacs (following the PeepCode screencast about it). On the IDE side, I prefer Netbeans. But remember, you have two powered open-source editor to the job. So, use them. Hope you can find your way... Cheers!
