What happens if you load up a simple image in the public folder?  Do  
the logs show it being hit three times?  Can you tell if they are full  
requests or HEAD requests?  I know sometimes Firebug tells me it is  
going to reload the page in order to get the info it wants.  Perhaps  
that and some other plugins are getting in the way.  Still, if that  
was the case it should happen for every image...
