I just experienced the same problem and after a Google on the phrase, the general consensus among those who offered solutions worked for me also. It seems that MySQL 5.1 does not play well with Ruby. I resolved this by downloading the 5.0 version. More specifically: “mysql-noinstall-5.0.83-win32.zip”. Remove bin/libmysql.dll from the zip file and place it in Ruby/bin/. This worked for me. Good luck.
