No! Learn HTML and CSS first. Get comfortable creating static Web pages. Then learn some basic SQL, and get to the point where you can write simple queries easily and understand how to get a DB to 3NF. JavaScript might also be helpful at this stage, or you can learn it later. Then brush up your Ruby and start in on Rails.
