Hi, Luiz! I had the same problem as you. Namely, I struggled with installing RoR development environment on my Ubuntu box. I found a nice and EASY solution: use BitNami RubyStack, which is available at http://bitnami.org/stack/rubystack. Everything is included, and it works out of the box. I highly recommend it.
It has a very clear user guide as well, at http://bitnami.org/files/stacks/rubystack/2.0-0/rubystack.pdf. HTH.
