I use plesk only myself, customers have no panel access. I create
domains and emails for them.
So Plesk should go.. It costs me around 120 EUR extra each year and

If only I do is creating ruby apps I wont need the creation of
database with plesk, i can do all from command line.

A simple panel to create some users and email accounts would be nice
though.
Heroku does not support this I believe do you know a good ruby hoster
that does this?

Well, if you want it to be free, you can just take Webmin and/or Virtualmin (http://www.webmin.com/). It's not as userfriendly, but it does just about everything you can imagine through a web interface.
