fckeditor, the new ckeditor, easy-fckeditor and tinymce all seem very capable of doing the job. The difference is whether you want to customer, what you want to customize and how deeply you want to get into the javascript code to customize. For me, easy-fckeditor was an appropriate choice. You also will definitely want to check out the Sanitize gem because it allows you to choose which tags/attributes are permitted because as soon as you allow people to start putting in their own tags, someone is bound to start putting in things like script tags.
