I am using rails 2.3 and an existing oracle database with utf8 encoding. Also have the following tag <meta http-equiv="content-type" content="text/html; charset=UTF-8"></meta> in my layout. Can someone point me to any documentation for setting up my environment to save and display chinese characters.
