Well... no. Don't ask that.
NetBeans, as good as it is, is a simple IDE. It's like a text editor on
steroids, if you know what I mean.
It will help you a lot with many tasks, but it won't install or configure
MySQL for you.
You need to install MySQL and create and grant the necessary users and
permissions by yourself.
