CSS styles declared in an element's style attribute or in a CSS file should always be present in that DOM element's .style attribute, regardless of where they are declared. nav-up and nav-down are both new CSS3 properties and I couldn't find any info on Webkit's support or lack there of of them, so I would make certain that Webkit does indeed parse and display these properly before tearing your hair out. An easy way to do that would be using the Inspector.
