I think Glassfish probably has its own support forum; you might ask there. However, I would recommend *not* starting Rails development with JRuby, and *not* starting Rails development on Windows. Both of these will make setup difficult. If you don't have access to a Mac or other *nix box, then you can download Virtual Rails (caveat: I've never used it, but I've heard great things about it), which will save you the setup and give you a ready-made Linux VM for Rails development.
