I agree with Frederick Cheung.

Your code will be like this :

  myHashes = []
  tags.each do |tag|
    h = {"$in" => [tag]}
    myHash << h
  end

and myHashes will contains :

  [{ "$in" => [tags[0]]}, {"$in" =>[tags[1]}, ...]

which myHashes is an array of hashes.
