No. There can be rule changes if any rules have been changed since the last update was published.
Generally speaking, though, rule changes aren't as frequent as score changes. Sometimes a few rules undergoing active tuning will change every few updates, and new rules may be added at any time, and existing rules may appear or disappear from the published set based on dynamic assessment of their performance against the current masscheck corpora, but most of the time most of the rules don't change much.
Based on https://svn.apache.org/viewvc/spamassassin/trunk/rules/ it doesn't look like there's much activity to improve this rule set. Does this reflect a need for volunteers or simply that the rule set has become mature and is difficult to improve?
Bear in mind I distinguished between "base" rules and "developer test" rules. Most activity will be in the developer test rules (under rulesrc/sandbox), which are dynamically included or excluded based on performance against the masscheck corpora. The base rules are much more static, they generally only change for bugfixes or addition of new capabilities (like my recent commit to add more UTF-8 variants to the ReplaceTags letter tags).
