Thanks for the answer, David! No, I haven't tried the built in phase control yet. We thought that our solution (using the "ProcessPhaseController"-fact to control the rule flow) is the easiest way to achieve this.
If there's no way to exclude some facts from truth maintenance, I'll give the agenda groups a try...
