I think I understand your situation, I strongly recommned you to take a look at the docs to see the difference between facts and its attributes and how and when the engine evaluates them. If you really want to use a mechanism to be able to fire different rules in different moments you can use the agenda-groups and the setFocus() method. You can find those topics in the docs as well.
