Guvnor is a (rule) asset management system.

The resulting packages (compiled in Guvnor) can be downloaded and added to a
KnowledgeBase using the published URLs or a Knowledge Agent.

You still need to provide a "rule execution" environment in which to run
your authored rules, although IIRC drools-server is some way to providing
this.
