Michael, may I point you to http://unicode.org/uni2book/ch06.pdf and don't shy away from the intricacies of double quotes in all the world's languages ;-)
Quotes, in a spreadsheet's text fields, are punctuations in the author's language and usually not delimiters of some programming language.
