I wound up entering the issue as a single JIRA item https://issues.jboss.org/browse/JBRULES-3241 I figured if sub-components were right to break out it was better that someone more knowledgeable break them up in a way that facilitates development. (At the time I didn't realize that variable binding was such a distinct sub-entity and had no good way to describe it myself)
Thank you for your speedy responses and also the attention to the variable binding problem as they have been particularly troublesome for me.
