Hmm, my eclipse, m2Eclipse didn't download the dependencies.

This is all you should need:-
git clone https://github.com/droolsjbpm/guvnor
Dependencies are not downloaded when cloning from github. This is normal
behavior.
Importing into Eclipse with M2Eclipse should download and import the
dependencies.
