Use <termination><scoreAttained>...</></>. See manual section termination for more information, combine it in AND like with your current termination. If you need to separate this constraint out from the other hard constraints, instead of giving it just a high weight, you need to make it an extra score level. Currently there is no build-in ScoreDefinition with 3 score levels, so you 'll need to create a custom one (which isn't too hard). All this is explained in the manual chapter score calculation.
