Well, actually, there are 3 different levels of network configuration:

1) interface parameters
2) interface network configuration
3) global network configuration, e.g. routing table entries

They should, as far as I can currently see, be treated as separate things.

(I didn't get around "3" yet, though it's partially done by level 2 inet,dhcp and inet6,auto, which are arguably the wrong places to do that)
