The term "PVHVM drivers" (and lack thereof) is being thrown about rather loosely in this thread. NetBSD does have some "PVHVM" drivers, e.g. virtio-net. The main thing missing to be able to do something useful with rumprun on GCE is the virtio-scsi driver, which, as Justin wrote, could be ported from FreeBSD. So that's the most obvious next step.
