I don't know how rumpctrl works on GCE either (ok, I do, but that
assumes you have working networking ;). I meant use it locally against
rump/bin/rump_server from a POSIX buildrump.sh build.

Sure. Submit a pull request at repo.rumpkernel.org/buildrump.sh and we
can finish merging the patch there. (the formatting/indentation in the
email is a bit screwed up, making it difficult to review)
