It looks like you setup your workspace wrong. A quick fix is:
cd ~/.rust; rustpkg init; cd src; mkdir -p
github.com/cadencemarseille; cd github.com/cadencemarseille; git clone
https://github.com/cadencemarseille/rust-pcre.git; rustpkg build
rust-pcre;
