I think this is a fantastic idea. We may even want to entertain the idea of moving the mentioned URL on an ICE to this page instead. It looks like github also throws up a banner about "guidelines for contributing" which point to CONTRIBUTING.md, so perhaps it should also be included in that file so it's surfaced while a bug is being opened?
