rxvt-unicode does not define "blinkable text" at all. it knows about
blinking text, and that is enabled by sending the relevant command
sequence to the terminal.

While I don't mind if anybody else tries to help you here (it is
on-topic), gnu screen is gnu screen, and probelms with it are not problems
with urxvt.

They implement blinking text effectively identically (i.e. same command
sequence etc. but different blinking frequency and of course it is
implemented differently, but from a suer standpoint they work identically).
Your problem is gnu screen not outputting the sequence, and that's likely
a configuration issue.
