It's most likely an issue with bahs 4, your kernel, or gentoo (are you
using gentoo? I don't support urxvt on gentoo, so you would need to
replicate the bug somewhere else).

urxvt *never* prints ^C, it comes from somewhere else, e.g. your kernel.
