I am still not quite sure what you mean - the characters are likely indeed
part of your command output - when resizing, your shell probably gets a
bit confused, and simply puts the input line at the bottom of the window,
which contains some text now, and fails to clear it.
you might be able to work around this by putting "tput ed" into your
PROMPT_COMMAND or the ed sequence into your prompt string maybe.
