rxvt-unicode doesn't implement command line editing, bash does. bash has
numerous similar bugs - you'd have to show us what command sequences bash
outputs, and why these don't do as documented.
alternatively, you could report this bug against bash, which is
responsible for outputting the correct command sequences.
as an alternative, it could just be broken configuration - some
distributions link bash against the obsolete termcap library instead of
terminfo that replaced it 30 years ago, and then fail to provide a termcap
entry for rxvt-unicode.
all in all, this is very unlikely to be an actual bug in rxvt-unicode, or
even something that could be worked around in rxvt-unicode.
